The entire mind-breaking process isn't made any easier by the fact that potential employees have probably - to put it nicely - embellished on their resume or application form. Suddenly, you're not just a business owner trying to find the right person for a job, you're a judge and jury on the truth of someone's claims. Being able to see through the embellishments and get the full story allows you to select someone who really might work for the job. While it may not help you discover if someone really did graduate with an A in math, searching criminal records could be just what you need to calm the process. Potential employees are required to disclose any undischarged criminal penalties when applying for a job, but many won't. After all, it doesn't look good to have "criminal" stamped on your CV, and people know it. Therefore the area is carefully edited for those not wishing to explain their past.
