For small items the most cost effective method for ebay packaging is padded envelopes. Padded envelopes provide good quality protection at low cost. Items that are none breakable like clothes can be sent in polythene postal bags and provide an effective low weight shipping container for the items.

Anti-static bubble wrap is also available for the packaging of electronic parts and components, thereby protecting sensitive electronic chips from static which can damage them.
