The existence of modern state institutions to ensure conditions of security in all spheres of social, political and economic, is still valid and necessary.

Obviously, the sense of state, government, society and individual is different from 50 years ago. The plurality of actors and interests within a country and the influence of other external actors and interests within a political system become more complex and dynamic exercise essential State: reconciling the partial interests in the common interest.

It involves eventualities that could arise as a result of implementing a development model. That is, the result of feedback processes that arise when the system responds to the demands of the different actors, and the modification or alteration of some of the static factors, among which are the geographical aspects (topography, climate, etc.). geopolitical (location hemispheric, regional and bilateral), legal (legal framework) and organizational - Administrative (shape and form of government).

Given these trends, an inclusive concept of national security, renovated and distinct from the profile of confrontation and conflict that characterized it during the cold war, it can be assumed as the factor of political interpretation and to enable the State to deal with more baggage instrumental the current scenario.

The optimization of technical procedures on better terms that will link theory and practice of national security, through the strategic use of own resources of national power. This is b the most important revision is being made to the traditional criteria of sovereignty and security, in the proper context of the modern state. The translation of national interest objectives give a frame of reference both the beginning and the horizon of the planning process of state policies and the assessment of political action, will allow better utilization of the overall capacity of the state in the four fields of power that can be analyzed methodological and conventionally this matter.
