employer?
When you are dealing with money of your employer, you must deal with money as money of your own and therefore, you are bound to maintain proper accounts and you must be ready to give accounts to your employer, as and when the employer desires accounts from your side. You must see that you making expenditure within the limits allotted for each item and you must also see as to whether your employer has given you permission to spend money on a particular item and if provisions have been made that some higher authority shall be giving you permission, it shall be obligatory on your part to make expenditure after obtaining sanction from the competent authority. If you are receiving money on account of your employer or under the rules government your duty you must keep the cash safe and as per rules, the cash must be deposited with the authorized agency without any further delay. You are not authorized to spend this money for your own private affairs, because this money does not belong to you.
And if money has been drawn for disbursement to others, money should be disbursed to others against receipts which must be kept safe so that when the employer so desires, he should be in a position to have those receipts and have those accounts.
We must know that our employer is drawing a budget scheme for each year and for each item and once those budget schemes have been approved, those must be followed to during the year and if you need certain changes, those changes must be obtained before expenditure is actually made on the new scheme. We must know that we are keeping money on behalf of our employer and therefore, we cannot go out of those rules and regulations.
We must be faithful and we should not start collecting money as bribe and we should not be corrupt. We are not authorized to mis-appropriate government funds and funds of our organization and we are bound to give accounts and sometime the employer has appointed an audit authority which shall be checking our accounts and we shall be bound to give accounts and the audit party shall be checking each transaction and shall also be checking whether all items adhere to the rules and regulations framed and made applicable to such items.
We must keep accounts as prescribed and on prescribed books and we must prepare and send accounts to the prescribed authority periodically and must see that the competent authority is satisfied with our accounts submitted. If you need more budget allotments, you should apply well in time so that the competent authority could arrange the amount and at no stage we should go beyond the budget allotments.
These are some minimums prescribed under the law and rules and regulations governing money transactions in offices and we must adhere to these provisions.
